Landlord access to apartment

My lease states: ''The Landlord shall have free access at all reasonable hours to the premises hereby leased for the purpose of examining the same or for making alterations or repairs on said premises which the Landlord may desire to make.'' Does this mean they can enter my apartment with no advance notice at all? From what I've seen online, the law says that they must give notice before coming in, but they don't do that here. I just got home and had a note on my door that they had come in to check my water meter. In the process, they left my pantry door wide open and my cat got into all kinds of stuff. I don't like that thought of them coming in without my knowing they're coming. Is this legal? Thanks in advance for any help!

If your lease is not under the Virginia Residential Landlord Tenant Act (VRLTA) and itself contains no term requiring such advance notice of entry, I would surmise that it's probably quite okay.
