Possible misconduct

Can an Asst. Attorney General handling a medical board case in Virginia contact the appropriate authorities to initiate criminal action prior to the board hearing? Essentially, resulting in the individual being taken into custody and released two days before the board hearing, and so spoiling the persons attempt to defend properly in front of the board? Afterwards, then contacting the DOJ to resume action on student loan debts and possible sanctions? Seems as though they are personally involved?

More information is required for a full understanding as to what may have occurred in this situation, but if the action you've described originated out of the Commonwealth's Office of Attorney General in Richmond, the short answer would appear to be, yes.
