If you live on Social Security and a retirement annuity (IRA), can you be forced to use all your annuity to pay your debts before you can declare bankruptcy?

No. You most likely may file for chapter 7 bankruptcy without paying any of your unsecured debts. A IRA account is protected when you declare bankruptcy.
