small business requirments

Vendor calls store, talks to employee about a service they want to sell. Employee says sure without consulting owner. Venor bills business. Employee had no implied or written authority to make that comittment. Owner does not know if service was or was not supplied. Is the owner obligated to pay bill?

Given the facts as you've assumed and characterized them, I would say probably not. Those facts and characterizations may be in dispute however.
