Legal Question in Civil Rights Law in Washington

I received a citation of $1,000 from Seattle Public Utilities saying that I do not have a storm drain maintenance hole. But the citation does not give me a chance to argue in front of a judge. I would like to bring this to a judge or a jury. How can I do it? This is to sue City of Seattle.

The WA Administrative Procedure Act would require you to exhaust the administrative remedies before you can go to Superior Court. Use the internal administrative remedies of City of Seattle. Generally the notice/citation would specify the procedure to appeal. You need to exercise that appeal before you can go to court.
