can i file a small claims in georgia against a business in washington if there are offices in georgia

Depends on what GA says about long arm jurisdiction. If a business domiciled in WA state conducts business with offices in GA, and you are a resident of GA and conducted your business there, then your worst day is that the GA court says no jurisdiction.

So go look up the GA rules/laws regarding long arm jurisdiction.

File the case and let them challenge jursidiction and venue. You'll find out. There is a constitutional predicate for the court to take jurisdiction. Venue rules are dependent on considerations of fairness and convenience of the parties and witnesses. Given that the company has an office in Georgia, it will be hard to argue that venue there is a major burden to the defendant and unfair.
