Do you have the right to refuse a commissioners
decision as opposed to a judges decision in regards to custody of a child?

YES!! A commissioner does not have power to enter final orders, but makes recommendations for the signature of a judge. If a commissioner proposes an order with which you disagree, you must appeal the proposed order to the judge before the judge signs off on the proposed order. If the judge has signed off and entered a final decision, then you can appeal to the Court of Appeals - but you only have 30 days from the date of the final order.
