What state allows strongest and most easily enforceable NDAs?

Non-disclosure of invention(s) to companies who are potential licencies, collaborators, or marketeers.

1. Would an NDA be more binding, and/or more easily enforceable using law of the state of Tennessee or that of Washington, given that the inventor resides in TN and the company is incorporated in WA?

2. What state in the US if both, or the inventor, had presence there?

If you put a choice of law clause in the NDA it should be enforceable regardless of other factors. Keep in mind that all agreements and situations are different. If the invention is lucrative you should have professional help drafting the agreement.
