Legal Question in Real Estate Law in Washington

My neighbor's black berry vines and shrubs are growing into my fence and causing issues with the fence. Is it his responsibility to keep the fence line on his side clear of over growing shrubbery. It is damaging the fence.

Whose fence is it? Who put it up? Who paid for it? Was the expenses shared?

His shrubs can't come onto your property however. It's known as trespass. In Washington there are some fun legal screws that can sometimes be used regarding trespass. Just talk to your neighbor like an adult is probably the most appropriate solution is my guess.
