West Virginia Auto Title Reassignment
WV requires an out of state title to be signed by a notary. The car dealer did not have the title signed by a notary when he purchased the car. He refuses to do so now. I cannot get a title. What can be done?

Sue the dealer or find who sold to the dealer and get them to sign before a notary, which might be easier if the car is still in their name.
