Legal Question in Landlord & Tenant Law in West Virginia

I live in a usda housing for elderly and handicapped. Moved in with my mother in 1993 then she died in 1995. I was told by the manager that the owners said grandfather me in. Now in 2007 the rental company is trying to get me out. Can they do it?
