credit card company is notifying 3rd parties about the obligation in an effort to grt information. what prnalties are there for the card company and their collection agency?

Contact counsel on this one. There are federal and state statutes. Document and follow up with complaints. Chances are a law is being broken and you'll need documentation of what is going on.
