Trying to get client records from Attorney

I have requested copies of my client file from my Attorney since 2005. I did the second, sent certified mail, request this year. It has been over 60 days and I have yet to receive any copies of my client file which includes any work done on my case. This Attorney I have filed a grievance against and I cannot forward things to substantiate my claims against this Attorney nor file a Civil Suit unless I have these records. What can I do next to try to obtain these necessary records?

I have let the Wisconsin Office of Attorney Regulation know about this and nobody has offered to assist me in getting these records. The simple fact that this Attorney will not give me copies of work done in itself shows ineffective councel and ''malpractice''.

Any help would be greatly appreciated.
