probation sent but withheld, what do that mean

This usually means that one of the only things ordered is probation, without stating what will happen if probation is ever revoked. Instead, that decision is postponed until after the revocation, but only if the person is ever revoked. Then, he or she would go back to the judge for a "fresh" sentencing, which can also consider compliance during probation (or lack thereof).
