James Kelsh

James V. Kelsh is a solo practitioner concentrating on serving public utilities and local governments. He graduated from the University of Virginia School of Law in 1994 and practiced for four years with the Public Service Commission of West Virginia as a Staff Attorney before opening his own practice in 2000.
