J. Matthew Guilfoil—Mr. Guilfoil received his B.A. degree from DePaul University and his J.D. degree from the University of Missouri at Kansas City. He is Managing Member of The Guilfoil Law Group, L.L.C., in Kansas City, Missouri. Mr. Guilfoil has completed the International Association of Chiefs of Police (IACP) / National Highway Traffic Safety Administration (NHTSA) approved 20-hour course in the administration of standardized field sobriety tests and is one of only four defense attorneys certified as an IACP / NHTSA certified standardized field sobriety testing instructor in the State of Missouri. He is a certified Operator of the Intoxilyzer 5000 breath testing machine. He has also completed numerous other courses on both the Intoxilyzer 5000 and Datamaster breath testing machines, which are the two breath testing machines used primarily by the police in Missouri. He is one of only two Missouri defense attorneys to have completed the 24-hour Drug Evaluation and Classification Overview Course, which forms the basis of the IACP / NHTSA Drug Recognition Expert (DRE) program. He has attended the 2003, 2006, and 2008 Summer Sessions of The National College of DUI Defense, presented at Harvard University, in Cambridge, Massachusetts. He is also the 2006-2009 Missouri State Delegate to the National College for DUI Defense. Attorney Guilfoil attended and successfully passed the very rigorous proficiency based training at the 2008 Forensic Blood and Urine Seminar where the world’s foremost experts like Dr. A.W. Jones, Dr. Albert Staubus, Dr. Fran Gengo, Dr. Joseph Citron and Ron Moore lectured for over forty-six (46) hours on a host of subjects including: * hospital blood testing, * legal blood alcohol testing, * urinalysis testing, * crime lab errors, * hospital lab errors, * hospital blood analysis for ETOH and drugs * ELISA, FPIA, CEDIA, KIMS, RIA, EMIT, Vacu-Elute, Headspace Gas Chromatography, Liquid Gas Chromatography, Thin-layer Chromatography, GC-FTIR, Mass Spectrometry, Photo-eclectic analysis, * pre-collection errors, * collection errors, * analysis errors, * chain of custody, storage, transportation and delivery related issues, * phramacokinetics, * phramacodynamics, * solid dose sample drug analysis, * post-mortem analysis, * endogenous versus exogenous alcohol production, * intake, absorption, distribution, metabolism and excretion (elimination) of alcohol and drugs, * medical conditions that mimic intoxication, * elimination kinetics (half lives, Michaelis-Menten kinetics), * and various analytical laboratory issues. This seminar is the most comprehensive seminar that lawyers can attend on the subject. It is given once every ten (10) years. It included a crime lab tour. He is a published author for the Missouri Bar Association, having authored the “Standardized Field Sobriety Testing and Cross Examination of the Arresting Officer” chapter of their MOBARCLE “black book” series, which is a desk reference manual used by attorneys throughout the State of Missouri. He has taught numerous courses on DWI and other topics to lawyers, police, and other law enforcement officials in Kansas and Missouri for the Kansas City Metropolitan Bar Association, the Kansas Trial Lawyer’s Association, and Lorman. In March 2006, he presented a lecture to Missouri State Water Patrol in Clay County Circuit Court, Division 6, on proper Standardized Field Sobriety Testing Procedures. He has been quoted in the Missouri Lawyer’s Weekly and the St. Louis Daily Record on DWI-related issues.
