Legal Question in Administrative Law in India
1.Can a change in policy be applied from retrospective effect for example if in case a policy states that two chances will be given for a particular scheme which has three choices but does not state whether you can be again offered the same choice if you have declined it once and forfeited your one chance .
2.However in practise if a person had declined the offer he forfeited one chance and was not offered the same option again .
3.Now a change in policy is being ordered which says you will be offered the same choice again even if you have refused it the first time and the policy applies to those also who had been assured by the dealing authority earlier that they will not be offered the same choice again .
4.Please give advise in application of change in policies with retrospective effect .

Retrospective shall enforce where it state in law, otherwise not
