Legal Question in Administrative Law in India

I applied for a job in district court in andhra pradesh. i am resident of the same district from born. i qualified in two exams i.e. written and stenography tests. As per job notification one post is for OC (General) and another is for BC-C. only 2 posts are there. In BC-C category nobody selected and in category OC(General) I and some other persons applied and qualified in two examinations written and steno test.

Recently I enquired in the local court regarding this, they told that the post allotted to non-local person and joined.

My doubts are as follows;

1. Is it correct to give non local candidate without giving local candidate.

2. On merit he got more more marks, but he is non local candidate, first they should local candidate only?

3. Shall i proceed legally to file a case against this, sir please suggest me

you have to concern to recruitment department in ap high court.
