i am a central govt employee. can i join a private coaching center and earn money as addition income legally?

Dear Sir / Madam,
If the terms of appointment restrain engaging in any other form or employment, explaining to the Department Head, that the engagement if undertaken, in no way hinders nor in any way hampers your efficiency in the job, and obtaining prior permission of the Department is recommended.
