Legal Question in Administrative Law in India

Dear Sir
I would like to know the answers for :
1.Whether an accused in one complaint of one person can be taken as a prosecution witness in the related complaint of another person. whether the witness of an accused can be accepted during inquiry?
2. In Govt. disciplinary cases, whether the disciplinary authority has got the powers to call a person as witness from other department

Dear Sir / Madam,

1. You may plead before the Judge to reject the witness since he / she is an accused in the eyes of law;

2. Yes, the disciplinary authority has the powers to call a third party as a witness.
