Dear Sir / Madam,
No, the denial by the Municipal Corporation is not justified. But you should check the source of the documents, because if the property is an apartment / flat in a registered Co-operative Society, the Society is responsible to provide the Corporation with the name of the owner which will appear on the property tax bill. If you are referring to a plot of land and an independent house / bungalow / mansion constructed thereon, then the Sub Registrar, Land Revenue or the District Tahsildar's office is responsible to provide the Corporation with the name of the owner for property tax assessment and billing.
Regards,
