Legal Question in Administrative Law in India

my name is Dilip Kumar Shaw. I live in Kushinagar , u.p. I belongs to "gond" caste which belongs to Scheduled Caste list in kushinagar district. But when I and other gond people of my tehsil go to the tehsil office(tamkuhi raj) to make scheduled caste certificate , they (offficers) said that s.c certificate is not issuing right now for gond caste. they said this since many years and not making s.c certificate. plz suggest what i do.

Dear Dilip,

Caste discrimination is a criminal offense and all State tehsildars all over India have virtually stopped issuing Scheduled Caste / Scheduled Tribe certificates.
