Legal Question in Administrative Law in India

I Jaspur dist of Chattisgarh ,District court is at Jashpur Nagar and court of JMFC (single judge link court)is at a place 50 kilometer away at Kunkuri.

JMFC sir is frequently on leave ,I have a criminal case in the said court,

on hearing date ,I go to court,but JMFC sir is on leave. Some clerk take the case file to jashpur and I am marked sometime absent sometime present,

Kindly tell me

1- What are the adminastative rules governing leave of Judge and procedure to be followed,

2- Some advocates say that a another JMFC must be deputed,some say file must go to another court,my question is what is the exact position and frm where can I get rules about this,

if your case is not progressing approach the highcourt. take out the ordersheet of the case and if the judge is frequently shown to be on leave approach the highcourt who will give appropriate directions.
