Which judicial body is better and speedy disposal for service matters in government, i.e. whether State Human Rights Commission or Lokayukta of State for expeditious judicial remedies

Usually, Service Matter's shall be connected through by an Administrative Tribunals comes within Judicial Setups Of the States, or Central, & the Writs. Otherwise that an Human Rights Commissions is a Quasi Judicial Authority comes within the States; Or Central appointed Commissioners, & Lokayukta's of States, or Central with the forum of a Lokapal is an alternative disputes resolutions.
