Can the Scientists of Central Silk Board posted in Uttrakhand, U.P., H.P., Haryana, Punjab and J&K jointly file petition for immplementation of FCS against Central Silk Board, Ministry of Textiles from earlier date in Principal Branch of Central Administrative Tribunal at New Delhi or they have to file from their respective state CAT Branch.
