Legal Question in Administrative Law in India

Hello Sir/ Ma'am,

I'm Rupesh, from Hyderabad.

I have a neighbor, aged 52 who used to work in APSRTC (Andhra Pradesh State Road Transportaion Cooperation) as a conductor since 1987. And due to some personal and health problems he left his job 10 years back with out prior permission, which lead to 'Unauthorized Absence' and removed him from services since then.

Now in this age, just a year back he again thought to rejoin to his duties and filed a case in labor court. But for being absented for long period they declined his request. After failing the case in court he again appealed to his Depot Manager, Regional Manager and even to his Executive Director to consider him on humanitarian grounds . They too declined his request stating the same reason "Absented for long period resulting lose to the management".

My question is "In this age he can not find a new job and whats wrong in appealing to his previous job? Do he can again file a case in court requesting his rejoin? Under which law he can file a suit to join his duties?" Kindly help him out with your assistance. Thanks in advance.

*According to his appointment letter, his retirement is in 2020, where he has still 5 years of service.
