I am senior executive in Govt Organization I used seek clarifications in the matters of applicable of Rules, now our head of department telling seeking clarification has become obstacle in functioning of department and informed me seeking of clarification is inauspicious to department. in this connection I request you to kindly guide to reply him with court citings, or to which act /books to be refered

Dear Sir / Madam,
You should tell your Head of the Department (HOD) that the Right to Information Act, 2005 empowers you with the right to seek any clarification you desire from the Department. You should cite this Act and its underlying provisions to your HOD.
