Legal Question in Administrative Law in India

Sir,

Government of India introduced Flexible complimentary scheme for Scientists in 1998. However, after long battle the scientists(numbering about 800 + scients) of Central Silk Board was awarded FCS as recognised by Depatment Science and Technology in August 2001. However, the Central Silk Board, implemented the scheme only from 30th July 2006 after conducting assessment. But, the scientists approached CAT which gave the ruling in favour of Scientists to implement the FCS scheme to all scientists fom August2001. However, the the Central Silk Borad went for an apeal in Jharkhand High Court which also upheld the decision of CAT. But again the Central Silk Board went for an apeal in the supreme court. which again quashed the apeal but recommended to implement the order on to 16 scientists who represented all the scientists. Now the very order of Supreme court seems to discriminate the scientist. While the some scientists who have been awarded FCS since August 2001 are junior to me and don't you think that order to implement the scheme on 16 appalants out 800+ scientists lead to discrimination and against the very spirit of equality in work place as I am qualified equally and being senior to some of the awardees of FCS since August 2001. Please advise the leagal action we can resort to protect my seniority and pay. Kindly advice.
