if the arbitrator has expired then either the party can mutually appoint another arbitrator but if they are unable to reach a consensus they can approach the court for appointment of an arbitrator.
Firstly try to appoint an arbitrator mutually if that is not possible then you may approach court for an appointment of an arbitrator.
