sir, I worked as a trainee for 1 year
and I have right to get experience certificate
but the employer tells that I dont have proper attendance
is attendance necessary?

Yes the employer is obliged to give you the certificate about your training only for the period of your actual attendance.
If you had regularly attended the training for the entire year only than you can ask the employer to give you certificate accordingly.
