Legal Question in Banking Law in India

I have taken admission in a coaching,Ranker's institute sector 46 Chandigarh, for CTET & paid Rs 5000/- as fee for two months.The coaching manager did not provide a specialist teacher as a formality he appointed a non subject teacher he did not know teaching method, I joined his class 03 days & filled bad that,s why I decided to quite from the coaching & asked to manager for refund the fee amount, he refunded only Rs3500/- by cheque, I deposited it, but it have returned reason exceeds arrangement.Please suggest me right legal way against manager.

You should request the Coaching Institute to refund the full fees, else lodge a Police complaint.
