Can a bank manager refuse to receve a letter by hand from the bank custmer

1) Normally he should not. What r the contents?
2) Otherwise send it by Registered Post AD.

No. It is mandatory for a Bank Manager to acknowledge receipt of a hand delivered letter by an account holder.
