in case of cheque bounce due o insufficient funds,
if the offender does not accept the sent notice or is unavailable what is the course of action to be taken

It will not make any difference any way, U MAY PROCEED TO FILE COMPLAINT.

Notice must be served or deemed to be served. if the offender does not accept it shall be considered deemed to served but the endorsement must be there on the envelope
