if a chequ issued from govt office and the bank has returned for want of one more authorised signature can it be booked under sec 138 negotiable inst act

a notice can be sent and if the money is not paid within time prescribed, the complaint may be filed.

No complaint can be filed as the issuer of cheque is a government office and the cheque being not valid for not having been signed as authorized. You have to send the cheque to the office concerned to issue a fresh valid cheque.
