Incase a non crossed cheque issed in the name of mr. X with 'or bearer' scored out can the bank make payment to mr.X across the counter?

Dear Sir / Madam,
No. since the 'or bearer' instructions have been scored out, it is a deemed crossed cheque so the Bank cannot make payment to Mr. X across the counter.
