how pari passu charge is created on fixed assets or immovables

paripassu charge requires more than one lender and all such lenders agree that a charge which is created in favour of all them shall rank equal without preference or priority. It can be one after another or at the same time the charge is created. But the main principle is that irrespective of the time the charge is created all chargeholders agree that the charge will rank equal without any preference or priority.
