Legal Question in Banking Law in India

I work in PSU bank of India. I worked for 4 years and more than one year back gave resignation. my resignation is still not accepted. I continued sending reminders once my three months notice period was over but were paid no heed.

I also got selection from central govt post for which i was denied permission of exam or superficial grounds and as I was not relieved I lost that job.

on enquiry about my pending resignation they started telling to submit fresh application which I denied to give.

meanwhile I got transferred to other branch.

further I again selected in state govt job for which they have given NoC. though I have continuously been asking them to accept my resignation they are paying no heed. I stopped attending bank 17 days back after giving Information of my such inability to attend further due domestic problems. I also feel organisation is hatching conspiracy to fix me in any kind of disciplinary proceedings so also I stopped attending bank.

I have also faced loss due continuation in bank service beyond notice period, like personal accident, improper care and attention to my wife who underwent surgery and leading to further complications and loss in house construction due lack of effective supervision in addition to the mental trauma we all are facing.

I have only few days left and my period of joining will finish.

bank has send notice of stopping my pay and has threatened of disciplinary action.

pl guide can I take up assignment with state govt when my salary has already been stopped by bank and bank is severally at fault of inaction by not relieving me.

what other civil and criminal remedies are available to me.
