Am I allowed to start a lucky draw business ? Actually it ll b an entertainment club but its not registered yet so.. Can u help me Ki what all I should do for getting it legalized

Yes, you can start a lucky draw business on a commercial scale, You should obtain a license as per the Lotteries (Regulation) Act. 1998.
