Dear Sir,
We are having our own siding for which we are regularly paying the siding fee to railway annually as per railway rules. each year they increased the rate by @ 10 % and we also paid all the payments. Now, the railway authority prepared the new rates with retrospective effect from last five years. can railway claim the fees again after five years for which we had already paid them the amount as asked by them?

NO. The Railway Authorities are not entitled to claim the fees retrospectively.
