Legal Question in Business Law in India

I had hired a development agency from Gurgaon on Freelancer.com to build a website. Have already paid 50% fees and they delayed the project. Freelancer.com arbitration team ruled in my favor and said they did not complete the project and closed it. Everything is on the agency server and they refuse to release it till I pay balance 50% and then they will finish remaining work. I cant trust them as they had said they will finish project in 7-8 days and it is 8 months now. What if I pay and they don't finish.

How should I proceed? Thank you.

Dear Sir / Madam,

You may agree with them in writing on a time frame to complete the website and give them a Post Dated Cheque with the condition that you reserve the right to withhold payment if the work is not completed by the agreed due date.
