Legal Question in Business Law in India

I hired a freelancer from Pakistan for developing a mobile app, I paid 30% percent of agreed amount in advance for developing mobile app through a online payment service (paypal).

But after receiving advance payment, he stopped replying my messages.

I have his name, address, phone number, email and bank account details.

Can I register case against him in Indian court?

I have doubts whether you can register a case in India. The only option left is for you to go and personally meet the freelancer and sort out the matter,

firslty, you have to register case in local police station with attestation copy to commissioner of police.you can be file in the indian court like civil as well as crime cases
