I received an NDA where sender signature is missing. is this is valid ? can I signed on this.

Dear Sir / Madam,
A Non Disclosure Agreement (NDA) mailed to you need not have the signature of the sender. If you are a party that is seeking business or engaging in rendering professional services to the sender, you may sign and send it back to the sender, signifying your acceptance thereto.
