Dear Sir / Madam,
No, the bookseller is not bound to sell the book to A for Rs, 15/- By putting Rs, 15/- on the counter, A has only made an "offer" for sale which has to be accepted by the book seller to become a valid contract, There is no contract without acceptance of A's offer by the bookseller.
Regards,
