Answers to your questions are, respectively, below:
1) When an owner of the property like to transfer with condition on the ownership of the property for a tenure, the system is termed as the property on lease for the period.
2) Generally, no any person within the tenure of the lease can transfer the ownership to any others. But it can be as per law of India in the matter referred.
