whether a builder who is deliberately delaying the possession of flat to purchaser for some time can say to purchaser that he is unable to give flat now so take your money back under MOFA Act 1963

The amount of damage - return of money - will depend upon the terms of contract you singed with the builder.

Dear Sir / Madam,
The builder is legally bound to handover possession of the flat to the purchaser, once the terms and conditions of the Agreement to Sell have been fulfilled by the purchaser. The purchaser can pursue for possession through the Court.
