Legal Question in Civil Rights Law in India

One builder get lay out passed and approved plots in raipur chhatisgarh , and he sold the plots.consumers purchased the plots veryfing from all agencies.After 3to4 years, govt.says that the builder aqupied some govt land and that plot is also shown in approved lay out, the builder was mixedup with govt officers.altimately the govt cancelled the approved lay out.means today the entire collony is unathorised.

my questions are 1 where four years approved layout can be cancceled.2Now what is the ligal rights oyf the consumer on the plosts

Dear Sir / Madam,

All the plot owners should file a Public Interest Litigation (PIL) in the Court, seeking restoration of their ownership of the plots, else seek monetary compensation from the Government towards the prevailing market price of the plots.
