Legal Question in Civil Rights Law in Pakistan

Good Day,

I need to know available legal options regarding a serious issue. I have booked 3 plots files of size 5 Marla in New Launching Scheme in Bahria Town Project Named as Bahria Education & Medical City Lahore on May 24, 2016 through one of Bahria Town's authorized dealer "Athar Associates". I have submitted an amount of 1.7 million as pay order in favour of Bahria Twon Pvt Ltd. Despite of several reminders, Athar Associates is no more responding my request regarding the luanching date. Its been 5 months that I have paid the total amount of 3 files but no response from dealer and Bahria Town. I tried to call Bahria Town Head Office but no one is responding the phone there. Every time a new launching date is given by the dealer and they claim that this date is given by Bahria Town. now the new date given is November 01, 2016 for launching the deal. Whether I dont know that the deal is confirmed or not as I am in total blind situation. I request you therefore, please let me know that how can i take legal action Bahria town or Dealer (Athat Associates). Its been more than 5 months that my 1.7 million ruppes are trapped and I am in need of cash badly. I need 3 plots from bahria Town as they have taken money from me and now they are legally bound to give me plots. the amount has been transferred to Bahria Account

as well. The dealer is even not picking my phone now. they had promised me that the plots will be given in the end of May 2016 and after that they told me the deal is being delayed by Bahria Town???

Please let me know that can I file damages claim due to these 5 months delay? Further, Can I file damages claim against Bahria or against dealer? I have proof of payment, all receipts on their official letter head and receiving of pay order as well.
