Dear Sir
But if the employer has leaked it knowingly / unknowingly can the other party whose name is mentioned in the exit interview take any legal action against the employee who gave feedback to the company through exit interview?

Dear Sir / Madam,
If you were so scared, you should not have given anything in writing about anybody in the exit interview. Forget about your past job and concentrate on whatever you are doing now.
