Legal Question in Civil Rights Law in India

A employee of a public sector undertaking in india who is having dues payable to me has given a written lien on his statuary dues and terminal benefits receivable from his employees a s he ha s resigne d now.he has also given a seprate letter and registered GPA to me an d communicated same to his employer that cheques towards his salary dues and terminal benefits drawn in his name may be handed over to me . employer ha s declined and issued a endorsement . i want to know about legal remedy fro same and under what sections of CPC i can approach court and are there any citations of courts avialble in this matter.pl let me know.

Dear Sir / Madam,

Salary or dues of a government servant can only be paid to him / her in person when he / she is alive, and not to anybody else. You have no "locus standi" to receive any monies payable to the Government servant.
