Legal Question in Civil Rights Law in India

My Father has own an appt with parking area 5+ years.as my tenats has no four wheeler, association (president,secretary) force fully allowing other blck tenats to park his four wheeler. when we complain about the same. there not listing still saying that other block guy to park the vehicle in our parking lot.

Please suggest me what is the legal action we can take.
